SoH Elections
Re: [VOTE] Speaker of the House
Recently during the SoH Elections I made a Rookie Mistake or maybe not. When I started the vote thread for SoH I assumed the 24 hour clock started ticking the minute I posted it, however, it seems that actually it started 3 hours earlier; according to 'Forum Time'.
So what is 'Forum Time'?
In a citizen's profile on the Profile Look and Layout page you will see this:

So that everyone will understand for the next vote, 'Forum Time' is the same as 'eRepublik Time' or in plain English it is 'Pacific Standard Time'; which is where the paid for severs are located.
Now at the top of your screen you see this:
Now since I am the Bishop of Brocton and live in Western New York my time zone is Eastern Standard Time. Looking at the first screen shot you will notice my 'Time Offset' is currently set for 0 offset, which means that at the top it will display server/forum time. However, when I sat up my forum account like any one else I set the time offset to 3; which would give me Easter Standard Time NOT Forum Time.
You might be wondering why the h e double hockey sticks am I bringing this up. Well, the current SoH elections is why. IMO the 24 hour clock started ticking the second I posted the vote thread EASTERN STANDARD TIME, but by waiting till near what I believe should have been the cut off time and with Rainy Sunday winning by 1 vote to point out that the 24 Hour Clock still had 3 hours according to 'Forum Time', gave the Dioist Lobby an additional 3 hours to rally votes for Resoula; who rallied back to make it a tie.
Now I have looked around and have found no where that it is Coded that discussion, proposal and vote threads are deemed as beginning and ending according to 'Forum Time'. IMO, the 24 Hour Clock for any discussion, proposal and vote should be based on the OPs timezone; if I post a vote thread at EST then the 24 hour period should end at EST -not Server/Forum/eRep/Pacific Standard Time.
What was pulled during the SoH elections IMO was petty politics. Using a little known 'precedent' concerning timekeeping to tack on an additional 3 hours to a vote, that is like taking advantage of the uncontrolled job of ball inflation; it's ticky tacky underhanded politics from the backroom.
First I advise everyone in Congress to go to Profile Look and Layout and change your offset to ZERO, so that the time displayed at the time is FORUM TIME. Second, I want to see it coded in the Constitutional Code that ALL timed events in Congress are based on 'Forum Time'; with Addendum Explaining the differences in Forum and Local Time for new citizens.
Now I made the promise that if I were reelected I would bring up a [DISCUSSION] Constitutional Code Amendment.
However, after these recent elections my plan for the moment is to shelve the above version and revise it to include Code concerning Time Keeping on any and all discussions, proposals and votes.
Now I have posted this here in General eRepublik Discussion on the advise of one of the eUSA's most prolific Leaders and Congress Members, who suggested that this was the place for American Citizen Soldiers to interact with their Party Congressional Caucus; I simply believe that it is a two way street and Congress Members can interact with Americans here also.
Here is your chance to take my advice and get involved in YOUR Government. Read over my proposed Sign In and Voting Reform and let me and the rest of Congress know what you think. 1.11: Definition of a Quorum
A Quorum, the minimum number of votes necessary for any measure to become law whether those votes are “yes” votes, “no” votes, or abstentions.
1.12: Requirement for Quorum to have been deemed reached
Quorum size shall be based on a weekly sign-in thread on the forum. If the number of sign-ins is odd, then quorum is half that number rounded up to the nearest integer. If the number of sign-ins is even, then quorum is half that number plus 1.

Voting on proposals will last 24 hours but may be extended for up to 72 hours by the SOH or DSoH at their discretion. All members may vote. Only votes in the form of "yes" "no" or "abstain" will be counted. Proposals that require a 2/3rd majority in game to execute or Amendments to the Constitution will require a 2/3rd majority to pass. Any member may start a voting thread for a proposal after it reaches 10 approvals. A member may change his or her vote at any time before the voting period ends.
1.23 Becoming Law
If a quorum of votes are cast (see 1.1 "Quorum"), and the required number of votes cast approve, the proposal becomes law. Proposals amending the constitution require affirmative votes that meet or exceed 2/3 of the weekly sign-in thread for the week. The final tally shall be performed by the SoH or a DSoH, who shall announce the final results.
1.24 Resignation of a member
In the event a member resigns from Congress, all approvals or votes made prior to the official meta game resignation shall be counted as legitimate.
1.25 Leadership Nominations and Voting

1.11: Definition of a Quorum
A Quorum, the minimum number of votes necessary for any measure to become law whether those votes are “yes” votes, “no” votes, or abstentions; which do not count toward quorum and are considered a non vote.
1.12: Initial Congressional Sign In
Newly elected Congress Members (hereafter "member") will be required to Sign in via a sign-in thread in the The Legislative Branch sub forum. Sign in shall last 48 hours and may not be extended. Congressional voting size shall be based on the number of members who sign in and the vote of those failing to Sign in will not be counted for the duration of the Congressional Session.

Quorum size shall be based on a weekly sign-in thread on the Public Congressional Proceedings sub forum, hereafter 'Quorum Voters'. Sign in will last 24 hours and may not be extended. If the number of sign-ins is odd, then Quorum Voters shall be half that number rounded up to the nearest integer. If the number of Quorum Voters is even, then quorum is half that number plus 1.

Re: SoH Elections
One of the eUSA's most prolific Congress Members suggested that Americans could come to the General eRepublik Discussion and express themselves, they could come here and let the Congress Members from their Party -as well as the rest of Congress- know how they feel about current issues. IMHO, communication is a two way street and so I am here to open myself to questions from American Citizens; I want to hear from those not in Congress from any party. Especially my own party, Socialist Freedom Party, I can not represent you if I do not know how you feel about an issue; so here is your chance to get involved and join the Revolution by making your voice heard.
One of the current issues in Congress -as it is every term- is the 15% Tax Rate. Currently the only thing going on in Congress just happens to be a [Discussion] Lower Work Tax to 11%, which has drawn the same BS of every other time it is mentioned. What I personally support is a 12% tax spent wisely openly and transparently, with a weekly report posted in the CBO from any program which receives a Tax Funded Budget Line. For now I think it should remain at 15%, at least till we hit the REDACTED Reserve Target; also while we get Budget Line spending under tightly controlled and openly reported Budgets.
One of my campaign promises was that I would bring up Sign In and Voting Reform. My second campaign promise was to call for 'Religious Freedom', that I would seek a Constitutional Code stating that America has no National Religion and Citizens are free to worship as they see fit. As a Deist Pagan I believe that every citizen is their own Religion, with their own belief system and where 3 like mind citizens gather; there to is the Creator. Currently by Presidential Decree the eUSA has as it's National Religion Dioism, a religion that believes you must convert to Dioism or you should be eliminated from all walks of life; a religion that has a powerful Congressional Lobby. America through Congress needs to Code into our Constitution 'Religious Freedom'.

One of the current issues in Congress -as it is every term- is the 15% Tax Rate. Currently the only thing going on in Congress just happens to be a [Discussion] Lower Work Tax to 11%, which has drawn the same BS of every other time it is mentioned. What I personally support is a 12% tax spent wisely openly and transparently, with a weekly report posted in the CBO from any program which receives a Tax Funded Budget Line. For now I think it should remain at 15%, at least till we hit the REDACTED Reserve Target; also while we get Budget Line spending under tightly controlled and openly reported Budgets.
One of my campaign promises was that I would bring up Sign In and Voting Reform. However, after the recent SoH elections my plan for the moment is to shelve the version below and revise it to include Code concerning Time Keeping on any and all discussions, proposals and votes. For now my advise to everyone in Congress -especially if you're new to Congress- is to go to Profile Look and Layout and change your offset to ZERO, so that the time displayed is 'FORUM TIME' and not your local time zone; the servers for this forum are located on the West Coast and reset is 00:01 PST. Second, it should be coded in the Constitutional Code that ALL timed events in Congress are based on 'Forum Time'; with an Addendum Explaining the differences in Forum and Local Time for new citizens.

1.1: Quorum
1.11: Definition of a Quorum
A Quorum, the minimum number of votes necessary for any measure to become law whether those votes are “yes” votes, “no” votes, or abstentions.
1.12: Requirement for Quorum to have been deemed reached
Quorum size shall be based on a weekly sign-in thread on the forum. If the number of sign-ins is odd, then quorum is half that number rounded up to the nearest integer. If the number of sign-ins is even, then quorum is half that number plus 1.

1.2 Proposals, Votes, and Laws
1.21 Proposals
Before a proposal can be made, a member of Congress (hereafter "member") must pose the subject for discussion and allow 24 hours to pass. The SOH or DSoH may waive this requirement if necessary. Ten members must approve an identically worded proposal for it to come to a vote.
1.22 Voting
Voting on proposals will last 24 hours but may be extended for up to 72 hours by the SOH or DSoH at their discretion. All members may vote. Only votes in the form of "yes" "no" or "abstain" will be counted. Proposals that require a 2/3rd majority in game to execute or Amendments to the Constitution will require a 2/3rd majority to pass. Any member may start a voting thread for a proposal after it reaches 10 approvals. A member may change his or her vote at any time before the voting period ends.
1.23 Becoming Law
If a quorum of votes are cast (see 1.1 "Quorum"), and the required number of votes cast approve, the proposal becomes law. Proposals amending the constitution require affirmative votes that meet or exceed 2/3 of the weekly sign-in thread for the week. The final tally shall be performed by the SoH or a DSoH, who shall announce the final results.
1.24 Resignation of a member
In the event a member resigns from Congress, all approvals or votes made prior to the official meta game resignation shall be counted as legitimate.
1.25 Leadership Nominations and Voting
Voting on leadership positions requiring congressional approval are exempt from the above requirements and will follow the procedures outlined for selecting a Speaker of the House (see 2.21 "Selection")

1.12: Initial Congressional Sign In
Newly elected Congress Members (hereafter "member") will be required to Sign in via a sign-in thread in the The Legislative Branch sub forum. Sign in shall last 48 hours and may not be extended. Congressional voting size shall be based on the number of members who sign in and the vote of those failing to Sign in will not be counted for the duration of the Congressional Session.

My second campaign promise was to call for 'Religious Freedom', that I would seek a Constitutional Code stating that America has no National Religion and Citizens are free to worship as they see fit. As a Deist Pagan I believe that every citizen is their own Religion, with their own belief system and where 3 like mind citizens gather; there to is the Creator. Currently by Presidential Decree the eUSA has as it's National Religion Dioism, a religion that believes you must convert to Dioism or you should be eliminated from all walks of life; a religion that has a powerful Congressional Lobby. America through Congress needs to Code into our Constitution 'Religious Freedom'.
