[Proposal] Closing Proposals Empty [Proposal] Closing Proposals

Last session there was several discussion concerning how long a Proposal has in order to garner 10 supporters. IMO proposals should last no longer than 72 hours before being closed. I would like to discuss a Constitutional Amendment to place a time limit on Proposals as follows:

Original Wording wrote:1.21 Proposals
Before a proposal can be made, a member of Congress (hereafter "member") must pose the subject for discussion and allow 24 hours to pass.  The SOH or DSoH may waive this requirement if necessary.  Ten members must approve an identically worded proposal for it to come to a vote.

Edited to reflect an extension of up to 72 hours.
